ASEAN Air Transport Integration and Liberalization: A Slow but Practical Model

摘要With the view that air transport is an integral component in the establishment of the ASEAN Economic Community (AEC), ASEAN has designated air transport (or air travel) as one of the twelve priority sectors for economic integration in November 2004. At almost the same time, the ASEAN transport ministers adopted the Action Plan for ASEAN Air Transport Integration and Liberalization 2005–2015 and the Roadmap for Integration of the Air Travel Sector. The Roadmap has been incorporated into three formal legal agreements for the acceptance of ASEAN member states. The three agreements are the 2009 Multilateral Agreement on Air Services (MAAS), the 2009 Multilateral Agreement for Full Liberalization of Air Freight Services (MAFLAFS), and the 2010 Multilateral Agreement for Full Liberalization of Passenger Air Services (MAFLPAS). The three agreements achieved full ratification by all ten ASEAN member states in April 2016 when Indonesia and Laos ratified the MAFLPAS. Along with the three agreements, ASEAN also attempted to establish some form of external common strategy vis-à-vis third countries and regions. Indeed, the ASEAN-China Air Transport Agreement was adopted in November 2010 and ASEAN is currently negotiating aviation agreements with other Dialogue Partners. This paper will first examine the three agreements and their implementing protocols that aim to ease market access liberalization in the region by a step-by-step approach. It will then address the common external relations strategy for the grouping while emphasizing the fact that ASEAN does not have strong institutions with enforcement functions like the EU. It will then assess the success factors of ASEAN air transport integration and liberalization from a comparative perspective and suggest what other regional groups can learn from the ASEAN model. After analyzing the aviation policy goals stated in the AEC Blueprint 2025, this chapter will end with the remaining challenges to the ASEAN Single Aviation Market.
