摘要Securing a stable and reliable energy supply is one of the most complex challenges of national energy law and policy, but the stakes are high. The failure to deliver energy security undermines economic development and social protection, and can even threaten social peace and stability. This book focuses on energy security in the strategically important region of Central Asia – one of the world’s major energy resource bases and paradoxically an example of the failure of energy law and policy. Despite huge energy reserves, its regional electricity, heat and gas systems are amongst the most inefficient and unreliable in the world. Energy market reform initiatives have largely failed, in the face of social opposition to tariff increases, endemic corruption, discrimination of strategic enterprises and strong centralization of government control. The case of Central Asia is uniquely relevant for understanding the informal constraints on the application of energy law and policy. In addition to the importance of domestic institutions, geopolitics impacts on the ability of states to deliver energy security. Central Asia is strategically located along the New Silk Road – China’s ambitious infrastructure initiative – and its energy situation highlights the complex interactions between domestic energy market reform, foreign energy investment, and the geopolitics of energy.
