AbstractThis paper will address the evolution of homeless assistance in Hong Kong’s particular housing context of the post Asian Financial Crises and post Global Financial Crisis. It argues that although assistance services have matured over the years, housing has never been a focus of social policy in Hong Kong and that especially in recent years it is posing a crucial problem for ex-street sleepers to re-establish a stable livelihood.
