Abstract本書的寫作，基於放寬香港國安法研究視野的需求，研究與介紹美國國安法的總體觀念與基本知識框架，或多或少地去填補學術上的研究空隙。作者從憲法與國家安全關係的角度確立本書的基本結構，並確立本書所關注的三個基本主題：美國國家安全憲法（the national security constitution）、美國國家安全國家(the national security state)、和美國緊急狀態國家(the American emergency state)。
