AbstractThe objectives of this chapter are, we first review and update the development of SE vis-a -vis the changes in the social and policy environment since the last batch of studies on Hong Kong SEs. Then we analyze and make sense of such development using Nicholls' (2010) framework. Lastly, based on the analysis, we discuss and highlight social innovation and citizen coproduction as the priorities for SEs and other stakeholders in HK to establish legitimacy for future development of the SE sector and conclude with an analysis of how the SE sector may change based on institutional logic framework.
