摘要Shiping Hua’s thought-provoking book describes periods in Chinese constitutional order from premodern times to the constitutional amendments of 2004. The book’s central contention is that xian zheng (宪政), which is typically translated as “constitutionalism,” takes on different meanings in China than in the West (2). Whereas in the West constitutionalism refers to rules restricting governmental power, in the Chinese context xian zheng has meant, among other things, politically meaningful foundational documents that are not binding on the government.
